If you are certain the forks are fully to the left and it still won't probably then some dirt in the tumbler. Try blowing it out with some compressed air.

It's possible the pin that goes down to lock the cam got bent if someone jerked the bars real hard while they were locked (like if they were trying to break the lock). You should be able to look in there and see if the pin is hitting as it tries to go down, otherwise it might be the lock body itself is damaged.

I'm confused. Is it the fork lock? You mentioned "off, run, accessories" yet the responses seem to imply you're talking about the front fork lock. If it's the ignition switch that won't lock it's pretty easy to take off and check out/clean.

I believe Baggers have that switch up by the handlebars close to the fairing.
