ROT DISCRIMINATES AGAINST SMALL BUSINESS

I called the ROT to get vendor space i was asked what kind of business i had, I told the lady( Virgina) that we had a shop and we had bikes and parts we wanted to sell, she advised me that there was a law against selling bikes at a rally, that being the case there are several other people selling bikes at this rally illegally or is it a clear case of discrimination? I think so, I have contacted several of the people that are going to have vendor space and they all told me that they are taking bikes for sale. If anyone can tell me exactly what the law says i will be glad to hear it !

they tell me that it is a paperwork thing well i am a licensed dealer and a licensed salesman but now they are telling me that they needed a 30 day pre registration WHY DIDN'T THEY SAY THAT TO BEGIN WITH |

I have a few friends that have had vendor setups in the past, and without exception all have told me that it was the hardest rally to work with. Pretty much the same as you experienced, every time they would call or email, they were told something completely different from what the last person said.
